to be honest, advertising for freewebs website is very hard. and the fact you dont ant to put any money into makes things harder. i suggest that you either pay for your website. using web hosting services like justhost.com. you can have your own store on it, a domain name etc domain means you wont have webs.com on the end. it would be omgpeaceout.com which makes the website more appealing. if you sign up for 3 years you will only have to pay about £3 a month. and you also get £70 of free advertising credits if you use which basically means you get £70 of advertising for £3 which also includes ALOT of other features.
If not then the most effective way of advertising on the internet for a cheap price is probably things like google ad words. you know when you search for something on google? and you get them advertisements down the right hand side. your ad would be there. you pay google say, 1p every time someone clicks on your ad. you have a budget which you give google. you can give as little as 1p if you want but they advise a minimum of £30.
remember, nothing is free. and advertising can be the most costly part of a business but without t you will get no where. Also if you want to sell shirts then the whole thing gets so much more complicated. you would need to register your company which can cost about £50, if you dont then if you get into debt people can come and take your personal items to re-pay the debt. so you would need to register. also you would need to advertise alot to make sure you get people on your site. And you would need lots of other little things like a business phone etc
i know most of this because me and my friend are thinking about starting our own business just the same as you are. you are in the position that me and my friend wer about 2 months ago. i hope this information will give you a better understanding of all the things you will come accros when trying to acheve something like this.
also i would very much like to keep in contact with you so we know how each other is doing in business.

Find sites with similar content, that should appeal to the same visitors, and ask the webmaster to exchange links. You both add a link to the other’s site so once a viewer is done reading one, he can visit the other for more.
Add it in your signature in forums – that you participate in honestly to, you don’t want to be a spammer!

Use Craigslist or USFreeAds. They both rank well in the search engine and FREE.
Stop paying for advertising. You can also get targeted traffic which is why both of those are great.
