I'm about to release a new website in a few days and I was wondering where the best place to advertise would be...target audience being 15 to 30.

make sure to register it with google. If you don’t go to google and register (free) then it wont show up in the google search

Well that depends on what your web site is about. If you are making a site that is similar to sites that other people have made or something that would appeal to a community that you’re already a part of, go to their forums and post about it there. If you’re in any online games like Second Life, World of WarCraft, Guild Wars, ect. try telling your friends in there about it. Oh and of course you can always post fryers in your real life community, and if you make some money on your site, try radio or even TV! You might have some luck on Craig’s List too (not really sure how that works) but if you had posted your URL here in this question you would have already started to advertise =0!

You may check Yahoo answers and see if your target audience is in here, and advertise it here itself. For e.g. someone may be looking for home improvement related ideas and you could suggest your website if it caters to it.
